Minimize memory allocation in scriptlet helper proxy-apply-fn

Browse Source 
Probably beneficial in cases of proxied method called in a tight
loop.

Additionally, added `throwFunc` as valid constant in script helper
`validate-constant.fn`. Does what the name implies.
