Attempts to defuse reloading of a document through a [meta "refresh" tag](https://developer.mozilla.org/en-US/docs/Web/HTML/Element/meta#attr-http-equiv). Will stop navigation (call [`window.stop()`](https://developer.mozilla.org/en-US/docs/Web/API/Window/stop)) at specified delay.
Parameters:
