[AMDGPU] Wave and register controls

- Implemented amdgpu-flat-work-group-size attribute
- Implemented amdgpu-num-active-waves-per-eu attribute
- Implemented amdgpu-num-sgpr attribute
- Implemented amdgpu-num-vgpr attribute
- Dynamic LDS constraints are in a separate patch
