[RISCV] Fix reporting of incorrect commutable operand indices

This patch fixes an issue where RISCV's `findCommutedOpIndices` would
incorrectly return the pseudo `CommuteAnyOperandIndex` as a commutable
operand index, rather than fixing a specific index.
