[WinEH] Add llvm.eh.exceptionpointer intrinsic
Summary: This intrinsic can be used to extract a pointer to the exception caught by a given catchpad. Its argument has token type and must be a `catchpad`. Also clarify ExtendingLLVM documentation regarding overloaded intrinsics.
