Instead of requiring TLI.LowerCallTo to return an ISD::BUILD_PAIR,

use ISD::EXTRACT_ELEMENT. SelectionDAG has a special fast-path for
the cast of an EXTRACT_ELEMENT with a BUILD_PAIR operand, for the
common case.
