[SanitizeCoverage] Enable stack-depth coverage for -fsanitize=fuzzer

Summary:
- Don't sanitize __sancov_lowest_stack.
- Don't instrument leaf functions.
- Add CoverageStackDepth to Fuzzer and FuzzerNoLink.
- Disable stack depth tracking on Mac.
