[DemandedBits][BDCE] Add support for min/max intrinsics
Add DemandedBits / BDCE support for min/max intrinsics: If the low bits are not demanded in the result, they also aren't demanded in the operands. Differential Revision: https://reviews.llvm.org/D87161
