Revert "[RISCV] Avoid Splitting MBB in RISCVExpandPseudo"

This reverts commit 97106f9d80f6ba1bf5eafbd5a6f88d72913ec5a1.

This is based on feedback from https://reviews.llvm.org/D82988#2147105
