Revert "[AArch64] Fix isLegalAddImmediate() to return true for valid negative values."

Revert r262248 in an attempt to fix the clang-native-aarch64-full
    bot and to investigate a performance regression in
    SingleSource/Benchmarks/CoyoteBench/huffbench
