[Analysis] Fix getOrderedReductionCost to call target's getArithmeticInstrCost implementation
The getOrderedReductionCost implementation introduced in D105432 calls the CRTP base version getArithmeticInstrCost instead of the redirecting to the target version. Differential Revision: https://reviews.llvm.org/D106795
