[MemorySSA] Add all MemoryPhis before filling their values.
Summary: Add all MemoryPhis in IDF before filling in their incomign values. Otherwise, a new Phi can be added that needs to become the incoming value of another Phi. Test fails the verification in verifyPrevDefInPhis.
