a23b9aed3d Reapply [ADT] function_ref's constructor is unavailable if the argument is not callable.
This reverts commit 281703e67ffaee8e26efef86e0df3e145477f4cb.

GCC 5.4 bugs are worked around by avoiding use of variable templates.

360a9fdce4 [ADT] function_ref's constructor is unavailable if the argument is not callable.
This allows overload sets containing function_ref arguments to work correctly
Otherwise they're ambiguous as anything "could be" converted to a function_ref.

This matches proposed std::function_ref, absl::function_ref, etc.

5704836e92 FunctionRef: Strip cv qualifiers in the converting constructor
Without this some instances of copy construction would use the
converting constructor & lead to the destination function_ref referring
to the source function_ref instead of the underlying functor.

Discovered in feedback from 857bf5da35af8e1f9425e1865dab5f5fce5e38f2

2c693415b7 [llvm] Migrate llvm::make_unique to std::make_unique
Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

ae65e281f3 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

36d9dcb3f0 [ADT] Add a default constructor and a bool conversion to function_ref.
The internal representation has a natural way to handle this and it
seems nicer than having to wrap this in an optional (with its own
separate flag).

This also matches how std::function works.

f9f5076648 Ensure function_refs are copyable even from non-const references
A subtle bug was found where attempting to copy a non-const function_ref
lvalue would actually invoke the generic forwarding constructor (as it
was a closer match - being T& rather than the const T& of the implicit
copy constructor). In the particular case this lead to a dangling
function_ref member (since it had referenced the function_ref passed by
value to its ctor, rather than the outer function_ref that was still
alive)

SFINAE the converting constructor to not be considered if the copy
constructor is available and demonstrate that this causes the copy to
refer to the original functor, not to the function_ref it was copied
from. (without the code change, the test would fail as Y would be
referencing X and Y() would see the result of the mutation to X, ie: 2)
