9b5ed21492 Introduce a ScopedFatalErrorHandler class to make it easy to register 
fatal error handlers which automatically get unregistered at the end
of a scope.

521985553a Make NORETURN working with MSVC. MSVC only accepts NORETURN in front of the 
decl so move it there. GCC accepts it both in front and after decls.

f955a6ef49 llvm_unreachable->llvm_unreachable(0), LLVM_UNREACHABLE->llvm_unreachable. 
This adds location info for all llvm_unreachable calls (which is a macro now) in
!NDEBUG builds.
In NDEBUG builds location info and the message is off (it only prints
"UREACHABLE executed").

e5683aabc1 After converting assert(0) to LLVM_UNREACHABLE we lost file/line location. 
Fix by making the LLVM_UNREACHABLE pass __FILE__ and __LINE__ to
llvm_unreachable.

ae8a3ff177 assert(0) -> LLVM_UNREACHABLE. 
Make llvm_unreachable take an optional string, thus moving the cerr<< out of
line.
LLVM_UNREACHABLE is now a simple wrapper that makes the message go away for
NDEBUG builds.

375564339a Introduce new error handling API. 
This will replace exit()/abort() style error handling with an API
that allows clients to register custom error handling hooks.
The default is to call exit(1) when no error handler is provided.
