a87f26a872 scalarizePHI needs to insert the next ExtractElement in the same block 
as the BinaryOperator, *not* in the block where the IRBuilder is currently
inserting into. Fixes a bug where scalarizePHI would create instructions
that would not dominate all uses.

2d789b4b53 Added a function scalarizePHI() that sclarizes a vector phi instruction if it has only 2 uses: one to promote the vector phi in a loop and the other use is an extract operation of one element at a constant location.
