If we just compile with -O0, clang will add optnone attributes
everywhere, so opt won't actually be able to perform any passes.
Instruct clang to not emit the optnone so opt can do its thing.

From a cursory look it seems like all the described commandline options
and such apply to clang just fine, but I'd appreciate a second opinion.

Before we learned about :doc:, we used :ref: and put a dummy link at the
top of each page. Don't do that anymore.
This fixes PR14891 as a special case.
