58bb87921b Make ConstantFoldConstantExpression recursively visit the entire 
ConstantExpr, not just the top-level operator. This allows it to
fold many more constants.

Also, make GlobalOpt call ConstantFoldConstantExpression on
GlobalVariable initializers.
