60c2a88e72 [AArch64] Add support for the Branch Record Buffer extension
This introduces asm support for the Branch Record Buffer extension, through
the new 'brbe' subtarget feature. It consists of a new set of system registers
that enable the handling of branch records.

4d5426f96a [ARM][AAarch64] Initial command-line support for v8.7-A
This introduces command-line support for the 'armv8.7-a' architecture name
(and an alias without the '-', as usual), and for the 'ls64' extension name.

24333be966 Fix implicit include dependencies on SmallVector.h.
Both `AArch64TargetParser.h` and `ARMTargetParser.h` refer to
`SmallVectorImpl` without directly including the header that defines
it, which works fine until nothing else happens to include it anyway.

bb1285d27b AArch6/ARMTargetParser.h - move Triple.h dependency down to cpp file. NFC.
Reduce Triple.h include to a forward declaration in the header. Only the implementations in the cpp files need the actual Triple class definition.

df23d423d6 [ARM] Armv8.6-a Matrix Mul cmd line support
This patch upstreams support for the Armv8.6-a Matrix Multiplication
Extension. A summary of the features can be found here:

This patch includes:

- Command line options to enable these features with +i8mm, +f32mm, or f64mm

Note: +f32mm and +f64mm are optional and so are not enabled by default

linked in phabricator)

This is part of a patch series, starting with command-line and Bfloat16

remaining Virtualization features of the armv8.6-a architecture.

f378d68edf [AArch64][SVE2] Add SVE2 target features to backend and TargetParser
Summary:
This patch adds the following features defined by Arm SVE2 architecture
extension:

  sve2, sve2-aes, sve2-sm4, sve2-sha3, bitperm

For existing CPUs these features are declared as unsupported to prevent
scheduler errors.

ae65e281f3 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

SB (Speculative Barrier) is only mandatory from 8.5
onwards but is optional from Armv8.0-A. This patch adds a command
line option to enable SB, as it was previously only possible to
enable by selecting -march=armv8.5-a.

This patch also moves to FeatureSB the old FeatureSpecRestrict.

c8642ec8b2 [ARM, AArch64] Move ARM/AArch64 target parsers into
separate files to enable future changes.
    
This moves ARM and AArch64 target parsing into their
own files. They are still accessible through 
TargetParser.h as before.

Several functions in AArch64 which were just forwarders to ARM
have been removed. All except AArch64::getFPUName were unused,
and that was only used in a test. Which itself was overlapping
one in ARM, so it has also been removed.
