The documentation for contributing to LLVM currently links to the section
explaining how to submit a Phabricator review using the web interface.
I believe it would be better to link to the general page for using
Phabricator instead, which explains how to sign up with Phabricator,
and also how to submit patches using either the web interface or the
command-line.
I think this is worth changing because what currently *appears* to be our
preferred way of submitting a patch (through the web interface) isn't
actually what we prefer. Indeed, patches submitted from the command-line
have more meta-data available (such as which repository the patch targets),
and also can't suffer from missing context.

This is an update to the documentation of our community code-review process.
Based on the RFC: High-Level Code-Review Documentation Update
(http://lists.llvm.org/pipermail/llvm-dev/2019-November/136808.html).
In this patch, I've pulled out the documentation into a separate file, and
broken it into a number of subsections. This is, of course, just one further
step in better documenting our community processes. I expect we'll continue to
improve this over time. Thank you to everyone who provided feedback!

Adrian Sampson's blog post provides a good and relatively up-do-date
introduction to LLVM. I think this post could be helpful for people wanting
to get started with LLVM.

This new page acts as an entry point for (new) contributors to LLVM and
provides information about
* What to contribute
* How to submit a patch
* Where to start to learn more about LLVM's architecture and internals.
This version of the page duplicates some information from the
DeveloperPolicy and Phabricator pages. Subsequent changes should work
towards moving information for new developers to this page, where it
makes sense.
