Summary: b19ec1eb3d0c has been reverted because of the test failures
with PowerPC targets. This patch addresses the issues from the previous
commit.
Test Plan: ninja check-all. Confirmed that CodeGen/PowerPC/pr36292.ll
and CodeGen/PowerPC/sms-cpy-1.ll pass

CFI information are non-relevant to quite some testcases,
we should get rid of checking them when its unecessary.
This patch avoid generating cfi info in testcases that are not
testing prolog/epilog or exception handling.

An FRem instruction inside a loop should prevent the loop from being converted
into a CTR loop since this is not an operation that is legal on any PPC
subtarget. This will always be a call to a library function which means the
loop will be invalid if this instruction is in the body.
