Add a MCObjectFormat class so that code common to all targets that use a
single object format can be shared.
This also adds support for
mov zed+(bar-foo), %eax
on ELF and COFF targets.

MC/Darwin: Add a new target hook for whether the target uses "reliable" symbol differences, basically whether the assembler should attempt to understand atoms when using scattered symbols.
Also, avoid some virtual call overhead.
