This allows using annotation in a much more contexts than it currently has. especially when annotation with template or constexpr. Recommitting part of "[CostModel] Unify Intrinsic Costs." de71def3f59dc9f12f67141b5040d8e15c84d08a Now that the 'free' intrinsic information has been sunk to the lowest level, query the base implementation in BasicTTI before doing anything else.
