f8949c3d1a Revert r64460. strtol and friends cannot be marked readonly, even with
a null endptr argument, because they may write to errno.

This fixes a seflhost miscompile observed on Linux targets when TBAA
was enabled.

205b641954 Change tests from "opt %s" to "opt < %s" so that opt doesn't see the
input filename so that opt doesn't print the input filename in the
output so that grep lines in the tests don't unintentionally match
strings in the input filename.

7ec551cfad On strtod and friends, mark 'endptr' nocapture in the function prototype, and
mark the first argument nocapture if endptr=NULL for each particular call.
