to reflect the new license.
We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Put 'static' on three functions in an anonymous namespace as per our
coding style.
Remove the 'namespace llvm {}' around the .cpp file and explicitly
declare the free function 'llvm::optimizeGlobalCtorsList' in 'llvm::'.
I prefer this style for free functions because the compiler will error
out if the .h and .cpp files don't agree on the function name or
prototype.

The DEBUG() macro is very generic so it might clash with other projects.
The renaming was done as follows:
- git grep -l 'DEBUG' | xargs sed -i 's/\bDEBUG\s\?(/LLVM_DEBUG(/g'
- git diff -U0 master | ../clang/tools/clang-format/clang-format-diff.py -i -p1 -style LLVM
- Manual change to APInt
- Manually chage DOCS as regex doesn't match it.
In the transition period the DEBUG() macro is still present and aliased
to the LLVM_DEBUG() one.

Continuing the work from last week to remove implicit ilist iterator
conversions. First related commit was probably r249767, with some more
motivation in r249925. This edition gets LLVMTransformUtils compiling
without the implicit conversions.
No functional change intended.

The patch is generated using this command:
tools/clang/tools/extra/clang-tidy/tool/run-clang-tidy.py -fix \
-checks=-*,llvm-namespace-comment -header-filter='llvm/.*|clang/.*' \
llvm/lib/
Thanks to Eugene Kosov for the original patch!

Rather than slurping in and splatting out the whole ctor list, preserve
the existing array entries without trying to understand them. Only
remove the entries that we know we can optimize away. This way we don't
need to wire through priority and comdats or anything else we might add.
Fixes a linker issue where the .init_array or .ctors entry would point
to discarded initialization code if the comdat group from the TU with
the faulty global_ctors entry was dropped.
llvm-svn: 218337
This allows us to put dynamic initializers for weak data into the same
comdat group as the data being initialized. This is necessary for MSVC
ABI compatibility. Once we have comdats for guard variables, we can use
the combination to help GlobalOpt fire more often for weak data with
guarded initialization on other platforms.

llvm-svn: 209015
This moves most of GlobalOpt's constructor optimization
code out of GlobalOpt into Transforms/Utils/CDtorUtils.{h,cpp}. The
public interface is a single function OptimizeGlobalCtorsList() that
takes a predicate returning which constructors to remove.
GlobalOpt calls this with a function that statically evaluates all
constructors, just like it did before. This part of the change is
behavior-preserving.
Also add a call to this from GlobalDCE with a filter that removes global
constructors that contain a "ret" instruction and nothing else – this
fixes PR19590.
