necessary to make a loadable module. This reduces the user's burdern to
get a loadable module correctly built.

Turn -pedantic and -Wno-long-long compile flags on by default. In a few
places, avoid the warnings by removing these options in the local makefile.

Move include/Config and include/Support into include/llvm/Config,
