Enable rematerialization of constants using AliasAnalysis::pointsToConstantMemory,

and knowledge of PseudoSourceValues. This unfortunately isn't sufficient to allow
constants to be rematerialized in PIC mode -- the extra indirection is a
complication.

Re-apply the memory operand changes, with a fix for the static
