da144ed5a2 Canonicalize header guards into a common format. 
Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)

Changes made by clang-tidy with minor tweaks.

238308d7d5 [C++11] Add 'override' keywords and remove 'virtual'. Additionally add 'final' and leave 'virtual' on some methods that are marked virtual without overriding anything and have no obvious overrides themselves. Sparc edition

806f778fa0 Construct the MCStreamer before constructing the MCTargetStreamer. 
This has a few advantages:
* Only targets that use a MCTargetStreamer have to worry about it.
* There is never a MCTargetStreamer without a MCStreamer, so we can use a
  reference.
* A MCTargetStreamer can talk to the MCStreamer in its constructor.
