518baef93e Update tests to not be as dependent on section numbers. 
Many of these predate llvm-readobj. With elf-dump we had to match
a relocation to symbol number and symbol number to symbol name or
section number.

9dd5e8fee1 Add parsing of 'foo@local". 
Summary:
Currently, it supports generating, but not parsing, this expression.
Test added as well.

Test Plan: New test added, no regressions due to this.

006e1d44a6 [PowerPC] 32-bit ELF PIC support 
This adds initial support for PPC32 ELF PIC (Position Independent Code; the
-fPIC variety), thus rectifying a long-standing deficiency in the PowerPC
backend.
