While making lld build under the tools directory I decided to refactor how this
works.
There is now a macro, add_llvm_external_project, which takes the name of the
expected subdirectory. This sets up two CMake options.
* LLVM_EXTERNAL_${NAME}_SOURCE_DIR
This is the path to the source. It defaults to
${CMAKE_CURRENT_SOURCE_DIR}/${name}.
* LLVM_EXTERNAL_${NAME}_BUILD
Enable and disable building the tool as part of LLVM.
I chose LLVM_EXTERNAL_${NAME} as a prefix so they all show up together in the
GUI.

Also refactor the existing OProfile profiling code to reuse the same interfaces with the VTune profiling code.
In addition, unit tests for the profiling interfaces were added.

revision id is appended to the LLVM version string. Defaults to
OFF.
Until now the VC revision id was always appended to the revision
string whenever cmake was invoked (either explicitly or implicitly
because a cmake source file changed). This was causing massive
recompilations because config.h are reconfigured with the new contents
of PACKAGE_VERSION.

- support objdir builds
- document targets with 'make help'
- correct clean and uninstall operations
- use recursive dir delete only where absolutely necessary
- added call function fn.RMRF which safeguards against botched 'rm -rf';
if any target (or any variable is evaluated) which attempts
to remove any dirs which match a hard-coded 'safelist', a verbose
error will be printed and make will error-stop.

PEDANTIC defaults to ON and WERROR default to off.
Also add MSVC warnings. To disable warnings add the flags
LLVM_ENABLE_WARNINGS (default on).
