Sebastian Neubauer e872e10570 [AMDGPU] Serialize MFInfo::ScavengeFI
Serialize ScavengeFI from SIMachineFunctionInfo into yaml.

ScavengeFI is not used outside of the PrologEpilogInserter,
so this shouldn't change anything.
