This migrates all LLVM (except Kaleidoscope and CodeGen/StackProtector.cpp) DebugLoc::get to DILocation::get. The CodeGen/StackProtector.cpp usage may have a nullptr Scope and can trigger an assertion failure, so I don't migrate it.
