Roman Lebedev 15ac6117c4 [NFC][InstSimplify] Add miscompiled testcase from D87188/D87197
Thanks to Dave Green for producing an actionable reproducer!
It is (obviously) a miscompile:

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
