Aditya Nandakumar 1b7fd49a3a [GISel]: Fix base case for m_any_of PatternMatcher. 
The base case for any_of was incorrectly returning true. Also add test
case which uses m_any_of(preds...) where none of the predicates are
true.

Allow 0 to be a valid value pruning interval in C LTO API. Value 0 will cause garbage collector to run. This matches the behavior in C++ LTO API.
