Nikita Popov 2428bdcb45 [Local] Clean up enforceKnownAlignment() (NFC)
I want to export this function, and the current API was a bit
weird: It took an additional Alignment argument that didn't really
have anything to do with what the function does. Drop it, and
perform a max at the callsite.

Also rename it to tryEnforceAlignment().

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

assistance with LLVM, and in particular docs/GettingStarted.rst for getting
