Mircea Trofin 368ac03869 [llvm][NFC] Cache FAM in InlineAdvisor 
Summary:
This simplifies the interface by storing the function analysis manager
with the InlineAdvisor, and, thus, not requiring it be passed each time
we inquire for an advice.
