Fangrui Song a7d2e4cca4 [Support] Simplify and optimize ThreadPool
* Merge QueueLock and CompletionLock.
* Avoid spurious CompletionCondition.notify_all() when ActiveThreads is greater than 0.
* Use default member initializers.
