John Criswell d6538108e8 Move some constant folding code shared by Analysis and Transform passes
into the LLVMAnalysis library.
This allows LLVMTranform and LLVMTransformUtils to be archives and linked
with LLVMAnalysis.a, which provides any missing definitions.
