Alexander Kornienko 7dffb4905c Revert "[CodeGen] Omit range checks from jump tables when lowering switches with unreachable default"
This reverts commit 2a0f2c5ef3330846149598220467d9f3c6e8b99c (r355490).

The commit causes an assertion failure when compiling LLVM code:

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
