Artem Belevich 848056d8ad [NVPTX] Implemented wmma intrinsics and instructions. 
WMMA = "Warp Level Matrix Multiply-Accumulate".
These are the new instructions introduced in PTX6.0 and available
on sm_70 GPUs.
