Matt Arsenault 862bf93c73 AMDGPU: Split 64-bit and of constant up

This breaks the tests that were meant for testing
64-bit inline immediates, so move those to shl where
they won't be broken up.

This should be repeated for the other related bit ops.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
