The patch introduces the SCEVPostIncRewriter rewriter which is similar to SCEVInitRewriter but rewrites AddRec with post increment value of this AddRec. This is a preparation for re-writing isKnownPredicate utility as described in https://reviews.llvm.org/D42417.
