Sumanth Gundapaneni 947a2bf7c3 Install runtime dlls in the INSTALL_DIR/bin directory. NFC

One of the earlier patches updated the cmake rule to install the
runtime dlls in INSTALL_DIR/lib which is not correct. This patch
updates the rule to install CMake's RUNTIME in bin directory

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

Please see the documentation provided in docs/ for further
