Arthur Eubanks 33cc850aa4 [LoopSimplifyCFG][NewPM] Rename simplify-cfg -> loop-simplifycfg
This matches the legacy PM name and makes all tests in
Transforms/LoopSimplifyCFG pass under NPM.
