Chris Lattner be153e31f3 Move some symbolic constant folding code out of instcombine into a place

it can be used by multiple clients.  This specifically allows the inliner
to constant fold symbolically.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level 
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
