Jeroen Dobbelaere 3fda99577d [InlineFunction] Use llvm.experimental.noalias.scope.decl for noalias arguments.
Insert a llvm.experimental.noalias.scope.decl intrinsic that identifies where a noalias argument was inlined.

This patch includes some refactorings from D90104.
