Craig Topper d4310f3853 [DAGCombiner] Add a DAG combine to turn a splat build_vector where the splat elemnt is a bitcast from a vector type into a concat_vector

For example, a build_vector of i64 bitcasted from v2i32 can be turned into a concat_vectors of the v2i32 vectors with a bitcast to a vXi64 type

Low Level Virtual Machine (LLVM)
================================

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

Please see the documentation provided in docs/ for further
