Reid Kleckner d57cbe6487 [pdb] Don't error on missing FPO streams
64-bit PDBs never have FPO data. They have xdata instead.

Also improve error recovery of stream summary dumping while I'm here.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
