Evan Cheng 561d71ce7b Sink getDwarfRegNum, getLLVMRegNum, getSEHRegNum from TargetRegisterInfo down
to MCRegisterInfo. Also initialize the mapping at construction time.

This patch eliminate TargetRegisterInfo from TargetAsmInfo. It's another step
towards fixing the layering violation.
