Sanjoy Das 08f56c4db3 [SCCP] Don't delete side-effecting instructions
I'm not sure if the `!isa<CallInst>(Inst) &&
!isa<TerminatorInst>(Inst))` bit is correct either, but this fixes the
case we know is broken.
