Roman Lebedev e8dd40fec6 [InstSimplify] simplifyUnsignedRangeCheck(): handle few tautological cases (PR43251)

Summary:
This is split off from D67356, since these cases produce a constant,
no real need to keep them in instcombine.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
